The leader of the Nairobi Resolution Secretariat, Mr. Dixon Waruinge who is the Implementation Manager of the Environmental Water Assessment Model Project (EFLOWS) has said that the project has been implemented better than they expected and its results have already started to benefit some African countries.
The leader said this in the Njombe region in the Wanging’ombe District immediately after he and a team of other officials of the Nairobi Declaration Secretariat had finished the work of inspecting and seeing the various works done and continuing to be done under the Project implemented by the Researchers of Sokoine University of Agriculture in collaboration with the Environmental Protection Council NEMC in Mbarali and Wanging’ombe Districts in Njombe and Mbeya regions.
"The most important or biggest thing is to say that Tanzania has achieved more than what we expected, the research has been done very well and there are already countries that have benefited from the lessons specifically from Tanzania because Prof. Japhet Kashaigili has travelled to Madagascar to give them the lessons learned in Tanzania, and we have here witnessed them and after this, many other countries will learn from the things done in Tanzania", explained Mr. Waruinge.

The leader of the Nairobi Declaration said the importance of the resolution, which is made up of 10 East African countries and the islands of Madagascar, Seychelles and Comoros, Mauritius and Reunion, which is in France, should meet as countries to highlight all issues of the environment of sea water and when they look at it, they must pay attention and watch the water of the rivers because its water also enters the sea.
Mr. Wariunge said, from that they thought it would be good to see how the rivers are protected for Mangroves and Fish and after reaching that stage they asked themselves the issue of rivers that cross one country and another and rivers within the same country to know their challenges and how they are taken care of.
"Therefore we agreed to have a project that will focus on these issues because the problems affecting the rivers of one country are similar to those of other countries, so this project was started and we saw that we cannot start a project like this in all 10 countries, so Tanzania was chosen to implement this model project through the Rufiji river and Mbarali as a source of research and knowledge of what will be obtained as training in Tanzania should help be distributed to the governments of other countries in Africa", explained the Leader of the Secretariat of the Nairobi Resolution.
On his part, the Assistant Director of the Office of the Vice President on the Bionuai side, Mr. Thomas Bwana has said that in the area of the environment, there is a large area they are looking at, which is the water sources, the area where the water goes to the rivers and ends at the sea, so those areas must be given priority.
Mbarali District Commissioner, Denis Filangali Mwila emphasizing the matter immediately after receiving information about the implementation of the EFLOWS project in his District.
"This area where we stopped is just a large source of water that had been destroyed by various human activities, but through the great work of providing education through this project and other experts, you can see that it has now been planted with water-friendly trees and is being taken care of even those human activities are no longer carried out in this place and the water continues to flow. This teaches us that it is possible for citizens to take care of these water sources for their benefits and the nation as a whole", said Mr. Thomas.
He added that this EFLOWS Research Project is helping the community and Tanzania to ensure access to water and safe flow for agricultural use through irrigation, electricity generation in other areas, water for domestic use in areas located in the lower reaches of the river and that is the main goal for the Office of the Vice President on the Environment side.
The Assistant Director from the Office of the Vice President on the Bionuai side has commended the good work done by the researchers of SUA and NEMC in implementing the good model project and promised to continue to cooperate with them so that the good results of the project can also be used in other areas of Tanzania with sources of water and rivers.
On his part, the Chief Researcher of the Project from SUA Prof. Japhet Kashaigili has said that the origin of the project is connected with the implementation of the Water and Environment Act which in sharing water there are three priorities which are water for human use, water for the environment and water for other activities.
"If you look at the distribution of water, it is easy to know how much water you have used for humans per day, but water for other uses such as agriculture is also easy to know, but water for the environment to maintain biodiversity for now and in the future is whether it was unknown or its science did not exist but now we have this expertise and we have done it in collaboration with various stakeholders and now various countries in the world can do this assessment of water for the environment", explained Prof. Kashaigili.
He said that through this expertise they have now been able to carry out the assessment on the Mbarali River starting from the source of the river to the middle where the community uses water for various agricultural works, entering the wetlands, entering the Rufiji River to the Ruaha National Reserve and going to the dams of Kidatu’s electricity production by Mwl. Julius Nyerere and finally entering the sea.

The Chief Researcher has said that the project is an example because it means the effects of human activities on the flow of water in rivers and how to reduce those effects and in collaboration with various stakeholders who have direct relationships with the river water, including communities of water users, Rufiji River Basin Authority, TANAPA, TANESCO and others including farmers.
The exemplary research project of "Sustainable Management of Water Resources by Enhancing Environmental Water Flow Assessment and Implementation of a Strategic Plan for the Environment Aimed at Protecting the Western Region of the Indian Ocean from the Effects of Human Activities in Tanzania”, funded by the United Nations Environment Programme through the funding of the United Nations Environment Programme, UNEP and implemented through the Secretariat of the Nairobi Declaration.
